定义

住房保障制度是一个包含范围很广的概念。广义地说，“宅基地”、“福利分房”都是住房保障制度的一种具体形式。它们是低生产力水平下保障“人人有房住”的制度。依靠市场配置住房资源，并不等于说人人都只能依靠自己的收入买房子住，也不等于说人人都只能靠市场化竞争、自主分散决策来获取住房。在市场经济条件下，为了保障每个人都有房子住，政府要实施一些特殊的政策措施，帮助单纯依靠市场解决住房有困难的群体。这个政策体系的总称，就叫做住房保障制度。住房保障制度和失业保障、养老保障、医疗保障等都是社会保障体系的组成部分。（住房保障制度.via：
