定义

名义汇率由霍纳第一次提出，是指一国的金块价值等于金块的纸币价格的倒数。因此，两国的金块的纸币价格之比，决定其名义汇率。当一国货币过度发行导致价格上涨时，该国的名义汇率就将下跌。现今所指名义汇率即市场汇率，是一种货币能兑换另一种货币的数量。名义汇率通常是先设定一个特殊的货币如美元、特别提款权作为标准，然后确定与此种货币的汇率。汇率依美元、特别提款权的币值变动而变动。名义汇率不能反映两种货币的实际价值，是随外汇市场上外汇供求变动而变动的外汇买卖价格。外汇市场实际操作时将名义汇率称为“按盘”，它是根据银行挂牌时间不同而产生的汇率，其有别于开盘汇率和收盘汇率，在外汇自由市场汇率变动很大时，银行虽有名义汇率的挂牌，然而此汇率通常只供参考之用，实际成交价格则有待双方议价而决定（戴相龙，1998：1125）。
在固定汇率制下，名义汇率不能直接反映两国价格水平变化对汇率的实际影响。名义汇率乘以外国价格水平与本国价格水平之比，即为实际汇率，因而实际汇率是扣除了两国价格变动因素的汇率。当两国价格水平不变时，实际汇率与名义汇率同方向、同比例变化。当名义汇率不变时，实际汇率与外国价格水平同方向变化，而与本国价格水平反方向变化（刘树成，2005：705）。
