中小企业发展基金是政府主导筹集的，用于引导地方、创投机构及其他社会支持中小企业，为中小企业生产经营提供全方面辅导咨询服务，并兼具融资担保功能的政策性基金。（袁晓春，2013：4）
中小企业发展基金这一概念最早出现在我国台湾地区与1991年2月4日颁布的《中小企业发展条例》中，该条例第九条规定“中央主管机关”应设置中小企业发展基金。我国与2002年6月29日颁布的《中小企业促进法》借鉴了这一概念。该法第十二条规定：“国家设立中小企业发展基金。”根据《中小企业促进法》第十二条的规定，中小企业发展基金主要来源于中央预算安排的中小企发展专项资金；基金自身的收益；社会对基金的捐赠以及其他收入。从这些资金来源看，中小企业发展基金是具有政府投资与社会投资双重背景，但以政府投资为主的基金。这是因为除政府的预算资金外，基金收益，社会捐赠两种资金来源具有不确定性，而且在基金运行初期这两种来源的资金数量也不会很大。根据《中小企业促进法》第十三条的规定，中小企业发展基金主要用于以下途径：创业辅导和服务；支持建立中小企业信用担保体系；支持技术创新；鼓励专业化发展以及大企业的协作配套；支持中小企业机构开展人员培训、信息咨询等项工作；支持中小企业开拓国际市场；支持中小企业实施清洁生产。从这些用途看，中小企业发展基金主要是通过资金扶持的方式来促进中小企业发展。（李斌，2011：5-6）
