不正之风即不正当的社会风气，指在一定社会中与公认的社会行为准则相背离的社会行为。最早出自晋代葛洪的《抱朴子·辩问》：“移不正之风，易流遁之俗。”邓小平在《高级干部要带头发扬党的优良传统》中指出，“自觉地遵守有关规定，坚决反对特殊化，纠正一切不正之风。”上世纪80年代前，不正之风泛指党员、干部思想作风、工作作风、领导作风、文风、生活作风等方面存在的一切不符合党的宗旨的问题。上世纪80年代后，我国开始市场经济的尝试，不正之风转经济领域。在新的历史条件下，“不正之风”所涵盖的内容已经远远溢出了概念创立之初的实际。根据已经变化的客观实际可以把党内“不正之风”概念分解为“腐化”和“不当作为”两个概念（高太平，魏胜文，2012：143）。具体表现形式主要有三种：一是利用职权或工作之便，为本单位、小团体或个人谋取私利。从单位来讲，突出表现为乱收费、乱罚款和各种集资摊派；从个人来讲，突出表现为吃、拿、卡、要、报。二是不依法办事，执法不严、执法不公，突出表现为不给好处不办事、给了好处乱办事。三是服务态度、服务质量、工作效率、工作作风问题，突出表现为门难进、脸难看、话难听、事难办等。
