党的执政能力一般指以执政党为主体、以国家权力系统为客体的执政党执掌国家政权的能力。特指中国共产党的执政能力。中共十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》首次作了概括：“就是党提出和运用正确的理论、路线、方针、政策和策略，领导制定和实施宪法和法律，采取科学的领导制度和领导方式，动员和组织人民依法管理国家和社会事务、经济和文化事业，有效治党治国治军，建设社会主义现代化国家的本领。”既体现了一般现代政党执政重视依法治国执政方式的普遍性，也体现了中国共产党执政为民的本质和处于国家领导核心长期执政的特性。这一概括蕴含着执政能力与五个方面的关系： (1) 与党的领导水平的关系；(2) 与党提出和运用正确的理论、路线、方针、政策和策略的关系；(3) 与党领导制定和实施宪法和法律的关系；(4) 与党采取科学的领导制度和领导方式的关系；(5) 与党的事业和自身建设的关系。揭示了党的执政能力和执政能力建设的各个方面及具体要求，反映了中国共产党对共产党执政规律的深刻思考。（执政能力.via: http://cpc.people.com.cn/GB/134999/135000/8110090.html）《中共中央关于加强党的执政能力建设的决定》提出：加强党的执政能力建设，必须坚持“以改革和完善党的领导体制和工作机制为重点”。党的领导体制和工作机制是党的执政能力建设的制度保证。邓小平在总结党执政的经验教训时指出，领导制度、组织制度问题更带有根本性、全局性、稳定性和长期性。党的领导体制，主要是正确掌握和运用国家的政治权力，把依法治国作为基本方略；党的工作机制，则是领导体制下的执政方式，要努力做到科学执政、民主执政和依法执政。体制和机制缺乏科学性，党的执政能力就体现不出来，就会妨碍党内资源的优化配置，降低执政效率，加大执政的成本。面对新形势新任务，党的领导方式和执政方式、领导体制和工作机制还不完善。改革和完善党的领导体制和工作机制，是当前党的建设，也是政治体制改革面临的一个重大课题。要保证党委的领导核心作用，又充分发挥人大、政府、政协以及人民团体和其他方面的职能作用，逐步形成科学化、民主化和法治化的执政机制，提高党的领导水平和执政水平。（党的执政能力建设的重点.via: http://cpc.people.com.cn/GB/134999/135000/8110405.html）
