定义

民主制度，通常指区别于专制制度的另一种国家政治制度，即民主政体或国家政权组织形式。在这种制度下，国家政权和国家大事不是操纵在君主个人或少数政治寡头手中，而是由统治阶级通过一定的组织结构和组织形式共同行使国家权力。民主制度是“在特定历史条件下形成的规范化、系统化、定型化的民主多元主体间的关系和民主原则体系，它规定着民主的本质属性、基本原则，限定具体民主机制的发展空间”，“是对民主本质的规定，是民主政治的基本原则、本质属性、运行秩序，是通过宪法或法律的形式规定的民主权力和权利分配结构的根本准则”（郑慧，2012：182）。有时人们会对“民主制度”作出某种特定的引伸的运用，主要指同民主政治制度配合的、配套的其他制度，如民主选举制度、政治协商制度，民主监督制度等政治生活领域。有时还被进一步扩大到社会生活的其他领域，如各企业、事业单位内部的民主管理制度，各政党和各社会团体内部的民主制度（向洪，1992：173）。民主制度是具体的、有阶级性的，不同的阶级实质的民主有不同结构形式。早在古希腊就出现雅典式的奴隶主阶级城邦民主制。但雅典民主制度的实质是为了维护奴隶主贵族的统治地位和利益，其实质是建立在奴隶制基础之上，是少数人的民主。资产阶级的民主制度是资产阶级专政下的政权组织形式，不论是君主立宪制或民主共和制，都有别于我国人民民主专政的、议行合一的、以民主集中制原则为基础的人民代表大会制。社会主义民主制是人类历史上迄今为止最高类型的民主制度。在中国，中国共产党以自己独特的政治理念和政治价值，结合中国实际，在党内生活、国家制度、基层建设等方面构建起一系列中国特色的民主制度。
