德国卡尔·考茨基（Karl Kautsky）关于帝国主义经济的机会主义理论。考茨基于1914年9月在《新时代》杂志上发表了《帝国主义》一文，正式提出“超帝国主义”论。在随后出版的《民族国家、帝国主义国家和国家联盟》等著作中则进一步阐述了这一理论。他认为，资本主义已经进入了一个新的阶段，这就是“超帝国主义”阶段。他说：“从纯粹经济的观点看来，资本主义不是不可能再经历一个新的阶段，也就是把卡特尔政策应用到对外政策上的超帝国主义的阶段。”从他对“超帝国主义”的特征的主要描述来看，他也是把垄断代替竞争作为帝国主义的本质之所在（陈学明，2008：29）。列宁在《第二国际的破产》、《帝国主义是资本主义的最高阶段》中对他做了批评，指出在帝国主义争夺世界的战争已经爆发的条件下，这个理论是“最精致的，用科学观点和国际观点精心伪装起来的社会沙文主义理论”（列宁，1959：240）。
