定义

创新是人特有的一种认识世界、改造世界的能力，包括理论创新、体制创新、科技创新及其他创新。创新精神，指以实践为基础，在掌握事物发展规律的基础上，充分发挥主观能动性，形成新的知识、创造新的活动方式和构建新的理论框架的精神（余源培，2004：631）。与标新立异和无目的、无把握的瞎闯不同，创新精神是有胆有识的体现（孙钱章，1990：607）。创新精神属于科学的精神和思想范畴，包括进行创新活动必须具备的创新意识、创新兴趣、创新胆量、创新决心、以及相关的思维活动等一些心理特征。它是一个民族的灵魂，是一个国家兴旺发达的不竭动力，也是一个政党永葆生机的源泉。我们党领导人民进行改革开放和现代化建设取得的伟大成就，都与不断进行的理论创新、体制创新、科技创新等分不开。江泽民在十六大报告中指出，创新就要“不断解放思想、实事求是、与时俱进。实践没有止境，创新也没有止境”。邓小平理论的形成和发展，是中国共产党在新时期坚持理论创新的集中体现和取得的最伟大的成果。其他的一切创新都是在这种理论创新的指导下、推动和影响下进行的。面对国际国内的新情况新问题，必须继续坚持马列主义、毛泽东思想、邓小平理论的指导，坚持一切从实际出发、解放思想、实事求是的思想路线，紧跟时代发展的潮流，不断研究新情况，解决新问题，形成新认识，开辟新境界（余源培，2004：631）。
