习近平总书记于2012年12月4日召开的中共中央政治局会议审议通过的中央政治局关于改进工作作风、密切联系群众的一项决议（王永平，2014：181）。具体规定涵盖以下方面：一是改进调研：轻车简从不安排宴请；二是改进会风：未获批不出席剪彩奠基；三是规范出访：一般不安排留学生迎送；四是改进文风：可发可不发的一律不发；五是改进警卫：一般情况下不得封路；六是改进报道：是否报道要看新闻价值；七是文稿发表：除安排外不得题词出书；八是严守廉政：严格执行住房用车规定（习近平总书记系列重要讲话精神学习读本编写组，2014：166-167）。“八项规定”虽然是针对中央政治局的领导同志，但对党的各级领导干部改进作风会产生实质性的传递效应，它书写了领导干部作风建设的新篇章，是对全国各族人民的庄严承诺。中国百姓对新一届领导班子满怀着期待，期待着新的中央集体能率领全党根除腐败堕落，解决目前领导干部队伍中存在着的思想僵化保守、学习风气不浓、理论脱离实际、高高在上脱离群众，教条主义、官僚主义和形式主义严重等问题。“八项规定”针对中国百姓的期待，庄严地做出了承诺。这是从严治党的承诺，是率先垂范的承诺，是转变干部作风、弘扬党的优良作风的承诺（刘玉瑛等，2014：31）。
