社会党国际局，是指第二国际的常设执行机关。在第二国际初期是没有常设机构的，1896年第二国际伦敦代表大会提出成立国际常设机构。1900年9月召开的巴黎国际社会党代表大会决定成立国际常务委员会（国际局），国际常务委员会和总书记处设在布鲁塞尔。大会规定委员会由每个国家派代表一名组成，并且掌握必要的经费,委员会选出领取报酬的总书记一人，并且规定了总书记的职责。1900年12月15日，发自布鲁塞尔的一份通告正式宣布社会党国际局成立。局址设在布鲁塞尔约瑟夫·斯特文斯路的“人民之家”，比利时工人党总委员会提名维克多·塞维为国际局书记。通告同时确定国际局的首要任务是：①与所有社会主义组织建立联系，包括各国工人党、议会党团、报刊杂志等；②整理代表大会的各项决议并付诸实行（彭光，1985：121-122）。虽然社会党国际局主要是一个联络机构，而不是一个领导机构，并且它的决议对各国党只有指导意义，没有强制性约束力，但它在第二国际史上所起的积极作用不可忽视。主要表现为：①国际局负责筹备召开国际代表大会，收集各国党的报告，提出代表大会的决议案，决定大会议程，查审和决定代表资格等，对以后各次国际代表大会顺利召开，并通过正确的或基本正确的决议起了很重要的作用；②国际局广泛联络各国工人政党和社会主义组织，收集并及时传递情报，编辑出版正式的国际文献资料，对于促进各国工人运动的联系和交流，扩大国际影响做出了宝贵的贡献；③国际局根据代表大会的决议经常性地协调各国党派的分歧，并促成其统一，这对于巩固和发展各国社会主义政党和工人运动是十分有益的；④国际局经常关心、同情和声援各国人民的革命斗争，在支持各国人民的革命斗争，推动和促进国际工人运动的联合行动，阻止和反对帝国主义战争上有着不可低估的重要作用和意义（周仲秋，1986：51-52）。
