定义

生态安全是人类生存与发展的最基本安全需求，它是一个时代性命题，不仅为生态文明建设提出了优先任务，也是生态文明建设的基础。生态安全在国家安全体系中未必处于优先地位但应当始终处于基础性地位，它是国防军事、政治和经济安全的基础和载体，与国防安全、经济安全、社会安全等具有同等重要的战略地位（贾卫列等，2013：38）。生态安全是近年来新提出的概念，有广义和狭义两种理解。前者以国际应用系统分析研究所（IASA，1989）提出的定义为代表：生态安全是指在人的生活、健康、安乐、基本权利、生活保障来源、必要资源、社会秩序和人类适应环境变化的能力等方面不受威胁的状态，包括自然生态安全、经济生态安全和社会生态安全，组成一个复合人工生态安全系统。后者是指自然和半自然生态系统的安全，即生态系统完整性和健康的整体水平反映（陈家祥，2012：256）。生态安全概念的提出是在20世纪70年代，最早将环境含义明确引入安全概念的学者是美国著名环境专家莱斯特·R·布朗（马书琴等，2008：172-173）。Myers指出生态安全涉及由地区的资源战争和全球的生态威胁而引起的环境退化问题，这些问题继而波及经济和政治的不安全。贾士荣从人类社会的角度来定义生态安全为社会、政治、经济性的安全，该安全问题不仅是对当代人群健康和后代人健康成长的危害，而且是对因环境污染与生态破坏所引起的对全世界的和平与发展，对国家安全、经济安全、甚至对整个人类的生存与发展的有害影响。王如松和张桥英等认为生态安全是指自然生态和人类生态意义上生存和发展的风险大小，包括环境安全、生物安全、食物安全、人体安全到企业及社会生态系统安全。彭少麟等认为生态安全涉及自然和社会两方面，包括环境资源安全、生物与生态系统安全和自然与社会生态安全。生态安全有自然体系的生态安全和人类社会体系的生态安全两方面，每一方面包含了多重尺度。生态安全的空间尺度，从范围大小也可分成全球生态系统、区域生态系统和微观生态系统等空间若干层次的生态安全。从生态系统角度看，生态安全是指一个生态系统的结构没有受到破坏．其生态功能未受到损害。生态安全是环境领域与安全领域交叉而形成的新概念，是指不同尺度上人们所关心的气候、水、空气、土壤等环境和生态系统的健康状态，是人类开发自然资源的规模和阈限。简单地讲，生态安全是人类生存环境处于健康可持续发展的状态，生态安全的对立面是生态破坏、生态胁迫和生态灾难，当生存环境的状态或变化偏离人类生存和发展的必备条件或容忍阈值，即生态不安全的状态下，区域、国家的发展都将受到威胁，甚至招致生命的损失和社会经济的严重破坏。生态环境问题的演变通常具有隐蔽性、渐进性和累积性的特点，其后果则具有间接性、广布性和突发性，而且其破坏是加速发展而难以逆转的。生态环境问题的复杂性赋予了“生态安全”丰富的内涵（陈利顶等，2006：209-211）。在2006年6月5日第35个世界环境日，中国提出了“生态安全与环境友好型社会”的主题。国家环保总局副局长吴晓青在出席生态安全高层论坛时指出，生态安全是国家安全的重要组成部分，是当前社会一个不可忽视的问题，我国正在为促进
