定义

中欧领导人会晤是中欧双方最高级别的政治对话机制，始于1998年。中国国务院总理代表中方与会，欧盟方面一般由欧洲理事会、欧盟委员会负责人作为欧盟代表与会。欧洲理事会与欧盟委员会都是欧盟的核心机构。前者是欧盟的最高决策机构，而后者则是欧盟的常设执行机构。中欧领导人会晤是中欧关系日益深入发展的产物。为提高中欧关系水平，1998年1月，欧盟倡议在当年４月初伦敦第二届亚欧会议期间举行中国欧盟领导人会晤，并进而建立领导人定期会晤机制。欧盟倡议得到中方的积极支持。1998年4月，首次中欧领导人会晤在伦敦举行。中国国务院总理朱镕基出席会晤。会晤后双方发表联合声明，希望建立面向二十一世纪长期稳定的建设性伙伴关系，并决定每年举行一次领导人会晤。此后，中欧双方高层互访频繁，政治互信不断加强。2001年9月，中欧领导人第四次会晤，双方决定建立全面伙伴关系。在2003年10月举行的第六次中欧领导人会晤中，中国政府发表了首份对欧盟政策文件《中国对欧盟政策文件》。欧盟也发表了第五份对华政策文件。双方决定发展全面战略伙伴关系。从“面向21世纪长期稳定的建设性伙伴关系”到“全面伙伴关系”再到“全面战略伙伴关系”，中欧关系的定位在合作中不断升华，中欧领导人会晤发挥了独特的战略引领作用。作为中欧间最高级别的定期对话机制，历届中欧领导人会晤所涉及的议题涵盖了政治、经济、文化、社会等各个领域，并达成了许多重要共识。会晤发表联合声明或联合新闻公报，并签署了多项合作文件。目前，中欧关系已实现全面发展，并形成了以领导人会晤机制为战略引领，高级别战略对话、经贸高层对话和高级别人文交流对话机制为三大支柱的“1+3”高层对话格局，为双方的可持续发展提供了强大动力。（中欧领导人会晤.via：http://baike.baidu.com/link?url=X7TR832UJl1CQLBDbtii1bH6hoydKV14NzPphkXv_SEuw76mRquxfl6bV4hUZpWU6Df8hu0d5eyibZ3tL3MNeZkJZc2PZrcQq47thGD1GS0XwAlEV8Y1ZPVUfu_0ZfrQRcULQRPVUMr_Ny_fnQxS1YbqBxPGZF8A4-I1X23lPia）
