金融业宏观审慎管理制度是一个以金融稳定为目标，着力防范系统性风险，体现逆周期管理的政策体系、办事规程、行为准则、操作方法和金融运行调控机制。2011年8月，中国银监会公布了《商业银行资本管理办法（征求意见稿）》，明确该办法于2012年1月1日起实施，标志着我国银行业将在《巴塞尔协议Ⅲ》和《巴塞尔协议Ⅱ》的框架内实施监管，也预示着宏观审慎管理将进入我国金融业的操作平台。
在宏观审慎管理制度设计过程中，应把系统科学方法作为研究的主要方法，将整个金融业作为一个有机整体。可引入熵增加原理作为系统性风险控制的理论支持。金融业作为一个复杂系统，各金融机构的自发的内部有序行为并不必然会保证整个金融业的有序运行。单一金融机构的自发行为会导致金融系统熵的增加，直至引致整个金融业的不稳定甚至崩溃。所以，需要外部强有力的管理作为负熵的输入，强调金融系统对宏观经济运行周期性的逆周期调整，强调宏观审慎管理与微观审慎管理的有机结合，以防范系统性风险并保证金融体系的有序稳健运行。
金融业宏观审慎管理制度的推行，需要有相关政策作为保障。金融业宏观审慎管理的重要政策包括金融宏观审慎调控政策、系统性风险监控政策和金融危机处置政策。推行宏观审慎管理需要建立一个统一的、对系统性金融风险保持高度警惕并具体执行宏观管理的组织制度。组建国家系统性风险防范与控制委员会并将其作为宏观审慎监管组织制度的核心内容之一。该委员会以防范系统性金融风险为工作目标，建立中国人民银行和国家金融监管机构间的信息共享机制，指导和协调“一行三会”开展宏观审慎管理的工作；必要时，直接对金融机构实施宏观审慎监管，启动针对系统性金融风险的快速反应机制。金融危机处置政策包括中央银行最后贷款人制度、财政超常规救助制度和存款保险制度等，还包括金融风险处置的成本分担机制等。（彭建刚等，2012：2-7）
