定义

自然率与市场率是指自然利率与市场利率。最初是瑞典经济学家威克塞尔在《利息与价格》一书中所使用的概念。这一概念被当代西方许多流派的经济学家所使用。但是用于不同的分析目的。“市场率”是指真实利率的实际价值，而“自然率”是真实利率的均衡价值。威克塞尔使用“自然率”与“市场率”的概念的出发点是货币数量论，即长期内价格水平将与货币量同比例变化。他使用这一概念的目的是要解释货币与价格如何从一种均衡水平向另一种均衡水平移动的。这种均衡的移动被称为“累积性过程”。
威克塞尔认为利率必须满足三个均衡条件。第一，市场利率必须等于资本物以实物借贷状况下的利率；第二，储蓄与投资协调；第三，价格稳定。利率具有两种作用，一是协调家庭储蓄决策与企业投资决策，二是平衡借贷的供求。如果借贷供给总是与储蓄和对于信贷投资的需求相等，以上两个条件将总是得到满足。但是在储蓄和投资之间，信贷的供给与需求之间并不存在这种必然相等的关系。在威克塞尔的理论体系中，银行创造信贷市场，银行可能超出储蓄中介的范围通过创造货币而筹措额外的投资资金。货币的注入在储蓄与投资之间设置了一种障碍。如果银行所确定的市场利率低于协调不同时点上的实际经济活动所需的自然利率，就会产生这种障碍。只要银行体系维持该种市场利率低于自然利率的情况，通货膨胀与货币供给的内在增长就将继续。威克塞尔认为，在下一个“纯信用”经济中，这一累积过程将无限地持续下去，二在金本体制下，这一过程得以遏制（刘伟等，1994：227）。
