定义

所谓权力观，即是指权力的行使者对待权力问题的基本观点、看法、态度。具体包括：对权力来源和性质的认识，对如何使用权力的基本态度和使用权力的目的等。一般来说，权力观是掌权者世界观、人生观、价值观的集中体现。在世界观、人生观、价值观中，世界观是基础，起决定作用，有什么样的世界观，就有什么样的人生观、价值观。在权力观、地位观、利益观中，权力观起决定作用，有什么样的权力观，就有什么样的地位观、利益观。在世界观和权力观中，世界观是基础，有什么样的世界观就有什么样的权力观。由于时代和社会制度不同，人们对权力的看法和态度会迥然不同。就算是在同一社会、同一时代，由于阶级背景、社会阅历、价值取向、外在因素、获取权利的途径不同，人们对权力的看法和态度也必然存在差异甚至尖锐对立。权力观正确的人在获得权力后，可以为人民为社会做出更大的贡献，也使自己的价值得到升华，而价值观不正确的人，拥有权力后，便产生邪恶的念头，利用权力为自己攫取财富，给社会、给人民带来危害，最后自己也深受其害。新时期，习近平总书记也强调要树立正确的权力观，指出：“要抓好思想理论建设、抓好党性教育和党性修养、抓好道德建设，教育引导广大党员、干部认真学习和实践马克思列宁主义、毛泽东思想、中国特色社会主义理论体系，牢固树立正确的世界观、权力观、事业观，模范践行社会主义荣辱观，以理论上的坚定保证行动上的坚定，以思想上的清醒保证用权上的清醒，不断增强宗旨意识，始终保持共产党人的高尚品格和廉洁操守”（习近平，2014：391）。
