定义

新安全观，是指新时期处理国家安全应当遵循的新的理念，是以互利、平等、合作为核心的共同安全观。我国是新安全观的积极倡导者。20世纪80年代初，邓小平同志就郑重指出和平与发展是当今世界的主题，呼吁国际社会建立新的安全观。1995年10月24日江泽民在联合国成立50周年特别纪念会议上发表了《让我们缔造一个更加美好的世界》的重要讲话，全面具体地阐述了促进建立国际新秩序的五项主张，大力倡导主权平等，呼吁世界和平，主张建立互利互补、共同发展的新型国际经济关系，新安全观的思想萌芽开始孕育。1999年3月26日,江泽民在日内瓦裁军谈判会议上发表了重要讲话，他指出中国新安全观的核心，应该是互信、互利、平等、合作。第一次指出了中国新安全观的核心内容和思想实质。2001年7月，江泽民在庆祝中国共产党成立80周年大会的讲话上指出，世界各国应该树立新安全观理念，增强互信、互利、平等、协作的合作意识和观念，积极营造稳定和谐的国际环境，这是以互信、互利、平等、协作为核心思想的中国新安全观第一次被明确提出，这也标志着中国新安全观正式形成（张方刚，2013：16）。2012年11月，中共十八大召开，胡锦涛在报告中指出“在国际关系中弘扬平等互信、包容互鉴、合作共赢的精神，共同维护国际公平正义。”而且对平等互信、包容互鉴、合作共赢的内涵作了阐释。2014年5月21日，中国国家主席习近平主持会议并发表题为《积极树立亚洲安全观 共创安全合作新局面》的主旨讲话。习近平强调，“中国将同各方一道，积极倡导共同、综合、合作、可持续的亚洲安全观，搭建地区安全和合作新架构，努力走出一条共建、共享、共赢的亚洲安全之路。中国和平发展始于亚洲、依托亚洲、造福亚洲”（习近平，《人民日报》2014年5月22日：第01版）。中国人民是新安全观的积极倡导者，中国人民愿意同各方一道努力，实现持久和平、共同发展的亚洲梦。
