定义

小农是居住在乡村并在土地上工作的人。根据这一定义，“小农经济”这个题目是要分析小农的经济决策和相互作用，他们与其他人以及整个经济其余部分的关系，决定他们经济福利的总水平和分配的因素，以及他们的地位怎样随着时间而变动或受政策所影响。这样，范围就很广大，涉及到研究大约一半世界人口的经济生活。在经济学里，“小农”一词有时在较为狭窄的意义上用来指小农民（佃户或小自耕农），而不是农业劳动者或很大的地主。小农经济是这样一种经济，在这种经济里，主要由佃户和小自耕农来耕种。即使在这一较为狭窄的定义下，显然，巨大数量的个人已经包括在内。（约翰·伊特韦尔，1996：882）
　小农经济经营规模狭小，生产条件简单，在比较贫瘠的自然条件下也可以存在和再生产；又由于它以家庭为生产和生活单位，容易通过勤劳节俭实现生产和消费的平衡，所以小农经济具有稳固性的一面。但由于经营规模狭小，缺乏积累和储备的能力，经不起风吹浪打。在遭受严重自然灾害，封建地主阶级的沉重的租赋和徭役、商人和高利贷者的盘剥，以及封建地主的兼并等条件下，又经常出现两极分化。除了少数人因生产条件比较优越、家庭生活负担较轻，或适逢市场有利的情况，可以发财致富外，多数人往往陷于贫困和破产。因之，小农经济又是很不稳定的。
自耕农和佃农的小农经济是封建社会普遍的经济形式。自耕农的兴衰对封建经济有重要意义。一般是通过农民战争，或其他形式的生产关系的调整，自耕农大量增加，生产力即可获得发展。在相反的情况下，也会有相反的结果。
