定义

和平与发展是邓小平对当今时代主题的判断。1984年5月，邓小平在一次谈话中最先明确地提出：现在世界上问题很多，有两个问题比较突出。一是和平问题，二是南北问题，南北问题就是发展问题。1984年10月，邓小平进一步强调：“国际上有两大问题非常突出，一个是和平问题，一个是南北问题。还有其他许多问题，但都不像这两个问题关系全局，带有全球性、战略性的意义。”（第96页）党的十五大在阐述这一问题时指出：“当前国际形势总体上继续趋向缓和。和平与发展是当今时代的主题。多极化趋势在全球或地区范围内，在政治、经济等领域都有新的发展，世界上各种力量出现新的分化和组合。大国之间的关系经历着重大而又深刻的调整。各种区域性、洲际性的合作组织空前活跃。广大发展中国家的总体实力在增强。多极化趋势的发展有利于世界的和平、稳定和繁荣。各国人民要求平等相待、友好相处的呼声日益高涨。要和平、求合作、促发展已经成为时代的主流。维护世界和平的因素正在不断增长。在相当长的时期内，避免新的世界大战是可能的，争取一个良好的国际和平环境和周边环境是可以实现的”（余源培，2004，via：http://book.duxiu.com/EncyDetail.jsp?dxid=900005522500&d=11C8A24BC5FECEB38CC8D7A4427D86C6）。和平与发展是相辅相成的。和平是发展的前提条件，发展是和平的重要基础。和平与发展的核心问题是南北问题。发展中国家一方面要充分利用有利的国际环境来发展经济，另一方面必须团结一致，与发达国家本着平等、公平和互利互惠的原则相处，争取应得的利益。
