2014年3月22日至4月1日,中国国家主席习近平先后访问荷兰、法国、德国、比利时和欧盟总部。这是习近平主席就任后首次访问欧洲,也是中国和欧盟建交以来中国国家主席首次访问欧盟总部。欧洲在中国的外交中始终占有重要位置,中国历代领导人多次强调支持欧洲一体化。习近平主席此次访问欧洲,再次表明中国高度重视中欧关系,重视欧洲在世界上的作用,并一以贯之地支持欧洲一体化。正是以此为出发点,中欧关系才呈现出阶梯式发展态势:1998 年中国与欧盟建立“合作伙伴关系”；2001 年升格为“全面伙伴关系”；2003年宣布建立“全面战略伙伴关系”,并与多个欧洲国家先后建立成员国层面的“战略伙伴关系”；2013年,中国与欧盟共同发表《中欧合作2020战略规划》。2014年春,习近平主席的欧洲之旅以及在此期间发表的第二份中国对欧盟政策文件《深化互利共赢的中欧全面战略伙伴关系——中国对欧盟政策文件》,不仅赋予新形势下的中欧关系以新的内涵,而且使得中欧关系的定位得到进一步明确和提升:在习近平主席访问欧盟总部期间,中国和欧盟首次发表《关于深化互利共赢中欧全面战略伙伴关系的联合声明》,提出要共同打造中欧“和平、增长、改革、文明四大伙伴关系”。同时,习近平主席还将中欧关系定位为“相互依存度很高的复合型关系”,要将中欧“两大力量、两大市场、两大文明”结合起来,从而为中欧合作注入了新的动力。（李靖堃，2014）
