定义

创新服务业是以高新技术为支撑，以研发业态为核心，以提升服务对象创新能力为目的的新词能够产业，是全球化的产物，也是服务业中最具创新活力的行业，是现代产业体系的核心。(左刚，2011：82)
创新服务业是通过市场机制为企业创新提供专业服务的产业。第一，创新服务业的产出是服务。它的产出形态不是物质产品，而是为企业技术创新、管理创新、经营提供的专业性服务，其中也有一些服务不能单独存在，需要以物质形态的产品为载体。第二，创新服务业涵盖创新的全过程。由于所处创新链的位置不同，可以把创新服务业分为6个行业：设计、研发、创业、知识产权、基础技术、技术改造服务行业。第三：创新服务业的运行机制是市场化的。创新服务业通过供求机制、价格机制、竞争机制和风险机制，在市场中自由竞争和自由交换，从而实现创新资源的有效配置。创新服务业只包括市场机制的服务业，不包括非市场机制的公共服务业。
创新服务业是战略性产业，这是由三个特点决定的。第一，创业服务业是从生产领域分化出来的知识最密集的产业。可以说，知识经济的出现就是以创新服务业的形成为标志的。目前，在许多发达国家，服务业的增加值占GDP的比重约70%，生产线服务业（很大一部分是创新服务业）占服务业增加值的比重约70%。第二，创新服务业是与第一产业、第二产业高度融合的产业。创新服务业从生产中分离出来，也在更大的范围和更深的程度上与生产结合起来，把创新辐射到所有产业中去。创新服务业与第一产业融合，形成了现代农业；与第二产业融合形成了服务是制造和分布式制造。第三，创新服务业是各种服务业态高度融合的产业。创新服务业不同于传统服务业，它不是流水线式的单项服务，而是多业整合的综合服务。
经过30多年改革开放，我国已初步建立了社会主义市场经济体制；科技宏观管理体制和院所管理体制也相应进行了改革，科技资源配置已经建立在市场机制基础之上，进入了提高自主创新能力、建设创新型国家的新阶段。在新的历史阶段，大力发展创新服务业对转变发展方式、实现科学发展，具有重要的战略意义。(徐冠华等，2011：2-3)
