定义

计划经济相对于市场经济，又称指令型经济，是一种经济体系，而这种体系下，国家在生产、资源分配以及产品消费各方面，都是由政府或财团事先进行计划。由于几乎所有计划经济体制都依赖政府的指令性计划，因此计划经济也被称为“指令性经济”。其余的三种经济体系是市场经济体系、传统经济体系和混合经济体系。新中国成立后，中国建立了新民主主义的国家制度，与之相适应的是计划与市场并存的新民主主义经济，经过短暂的经济恢复到1953年，毛泽东提出了过渡时期的问题。他认为从1949年到1953年是一个过渡时期，在这一时期内，计划与市场结合，进行社会主义改造，为计划经济体制的建立创造条件。同时，毛泽东也提出了过渡时期总路线，即在过渡时期内，要逐步实现社会主义工业化，并逐步实现国家对农业，手工业和资本主义工商业的社会主义改造。1956年社会主义改造完成，实现了对农产品的统购统销，对个体手工业的全行业合作化和对资本主义工商业的全行业的公私合营。计划管理几乎覆盖全部生产和消费领域，行政指令成为国家管理和控制经济发展的手段，在这一基础上，计划经济体制得以确立，新民主主义时期计划与市场相结合的经济转变为计划经济体制。十一届三中全会之前，计划经济体制都是占主体地位的，并在变化中不断调整、强化和巩固（徐正杰，2014：19）。
