罗伯特·欧文（Robert Owen，1771—1858），英国空想社会主义者，19世纪初最有成就的实业家之一，也是一位伟大的慈善家，被人们称为“现代人事管理之父”。他还是历史上第一个创立学前教育机关（托儿所、幼儿园）的教育理论家和实践者（罗伯特·欧文.via：http://baike.so.com/doc/5726702-5939440.html）。欧文1771年出生于北威尔士一个小资产阶级家庭，十岁离开父母到伦敦开始独立生活，1787年到曼彻斯特的服装店工作，1789年辞去服装店工作，自己创办工厂并取得了很大的成就。不到二十岁便成为纺织业的知名人士，很快又成为查尔顿公司的经理。1793年底，欧文加入曼彻斯特“文学哲学协会”，并多次在协会里作过关于社会经济问题的报告。1800年，欧文在新拉纳克（在苏格兰）开始担任拥有两千多名工人的大纱厂的经理和工厂股东。欧文非常重视教育，认为它是形成性格的手段和改造社会的前提（何光来等，1965：224）。他经常强调，德育应当从幼年儿童开始，因为在儿童幼年生活中的印象容易在儿童的思想中长期保留下来。1815年以后，他领导了制定工厂立法和限制每日工作时间的斗争。欧文管理思想基于法国唯物主义学者的观点——“人是环境的产物”，设想了一个乌托邦式的工作场所，摈弃了过去那种把工人当作工具的做法，着力改善工人劳动条件，如提高童工参加劳动的最低年龄；缩短雇员的劳动时间；为雇员提供厂内膳食；设立按成本向雇员出售生活必需品的模式，从而改善当地整个社会状况（张惠文，2014：23）。主要著作有：《关于新拉纳克企业的报告》（1812年）、《新社会观、或论人类性格的形成》（1813-1814年）、《关于制造制度效果的观察》（1815年）、《在新拉纳克性格陶冶馆开幕典礼上的致辞》（1816年）、关于《使国家摆脱目前所处困境的方案》的3篇演说（1817年）、《对拉那克郡的报告》（1821年）等。
