政治经济学理论是指17世纪中叶至19世纪30年代反映英法两国新兴产业资产阶级在资本主义生产方式上升期中的利益和诉求的经济理论体系。马克思认为，英国的古典政治经济学从威廉·配第开始，期间亚当·斯密加以发展，到大卫·李嘉图结束。古典政治经济学的代表作是亚当·斯密的《国民财富的性质和原因的研究》以及大卫·李嘉图的《政治经济学及赋税原理》。古典政治经济学摆脱了重商主义的影响，将理论研究转移到生产过程中，初步探索了资本主义经济的内部联系，为劳动价值理论奠定了基础，使政治经济学真正成为一门独立的学科。古典政治经济学的代表人物配第最早声称商品的“自然价格”是由生产商品所耗费的劳动量决定的。随后亚当·斯密明确提出“劳动是衡量一切商品交换价值的真正尺度”，但同时又认为商品价值是由这种商品在交换中所购买的或支配的劳动量所决定，由此又引出商品价值由工资、利润和地租三种收入构成（“斯密教条”）的错误。李嘉图批评了斯密理论的不彻底性，坚持了商品价值是由生产该商品所耗费的劳动量决定的正确观点。他已经看到，决定价值量的不是个别商品生产所实际耗费的劳动量，而是“生产所必需的相对劳动量”，实际上是指社会必要劳动量。”（金炳华，2003：47）古典政治经济学被资产阶级视为同封建主义斗争的思想武器，提出“自由放任”的口号来反对国家对经济生活的干预。
