政治分析指对一系列重大政治现象进行有步骤、有计划、有目的的系统研究。这种研究是为了认识这些政治现象的前因后果，同时也是为了对有关政治问题或政治行动做出正确的判断和估价，并以此为基础预测政治发展的未来动向。因此，在进行某种政治分析之前，应该首先弄清楚这种分析的基础，了解进行分析的各个层次，看到这种分析的现实意义。在西方政治学中，长期以来一直被作为主要政治问题进行分析的题目包括：政治的内涵与本质，不同政治体系的共同特点和区别，保持政治体系稳定发展的条件，加速政治体系崩溃的原因，形成政治领袖和政治权威的前提，以及何种政治体系最符合人类社会发展的要求，等等。进行政治分析必须重视有关事实材料的调查研究，以丰富的客观事实作为分析的基础。政治分析并不排除研究者以事实为根据做出自己的判断，但是，必须把事实和判断严格区分开来，不能混为一谈，这是政治分析与政治社会学以及政治伦理学研究方法的一个不同特点。在行为研究方法进入政治研究领域后，通过抽样调查和民意测验等方法进行量的分析研究，使政治分析突破了过去那种多是进行纯理论探索或纯主观判断的框架，把政治分析方法又向前推进了一步（汝信，1988：1177）。
