定义

社会诚信是指在整个社会生活中形成的诚实守信的社会风气。社会诚信的核心就是诚实守信。诚实即真诚、实在、不欺，朱熹说“诚者，真实无妄之谓”（朱熹，1983：31）。信是承诺与践诺的统一，“有所许诺，纤毫必偿，有所期约，时刻不易，所谓信也”（袁华音，1988：314）。诚信作为一种道德观念和规范，基本含义是守诺、践约、无欺。 诚实守信是中华民族的传统美德。在现代，诚信既是调节人与人之间行为规范的一种道德要求；也是市场主体所应遵循的一种经济伦理规范，还是一种政府行为规范，表现为政府对公众在委托契约中赋予的期待和信任的责任感及其回应。政府诚信在社会诚信体系中处于核心位置，是构建和谐社会的重要保障。在整个社会生活中养成诚实守信的社会风尚，则形成社会诚信。社会诚信的形成不仅包括个人诚信，还包括在社会生活中被广泛认可的道德及规范。建设社会诚信，就要优化讲诚信的社会德治环境，构建社会主义市场经济信用基础的舆论监督机制，提高失信行为的道德成本；要优化讲诚信的社会法 环境，构建社会主义市场经济信用基础的强有力保障，提高失信行为的法律成本；要优化讲信用的社会经济环境，构建社会主义市场经济信用基础的监控机制，提高失信行为的经济成本（奚洁人，2007：83-84）。
