| 释义 | responsibility ascertaining system 为了有力抑制官员滥用权力（abuse power）的现象，北京市于2011年3月22日公布了《北京市实施<关于实行党政领导干部问责的暂行规定>办法》（Procedures of Beijing Municipality for Carrying Out the "Interim Provisions Concerning the Implementations of the Accountability of Leading Cadres of the Government and the Party"）。“问责制”把“多大官，就有多大权（The higher one's official rank, the bigger his power）”变为“多大官，就有多大责”，使官员真正成为人民公仆（public servant）。 “问责”的意思是“追究责任”，即对承担的职务、任务、赋予的权力，以及事情的后果要承担的责任。一旦出了事情，包括做出错误决定而造成严重事故和经济损失（result in serious accidents or financial loss），就要追究有关责任人，被问责者必须做出说明（give an account）。根据国家反贪局（National Bureau of Corruption Prevention）的有关规定，“问责”本身并不是处分，但可以包括暂停被问责的领导干部的职务（be suspended from one's duty），甚至劝其辞职（persuade him to resign），但违反纪律者还要受到党纪和政纪处分（disciplinary punishment of the Party and the government），涉嫌犯罪的还要移交司法机关依法处理（be turned / handed over to judicial departments and punished according to relevant laws）。 |
