定义

软实力，与“硬实力”相对，20世纪90年代初由哈佛大学教授约瑟夫·奈首创，用来比喻那些能够间接发挥作用的实力。而“硬实力”一般就是可以直接发挥作用的实力。国家的“软实力”主要表现在文化、精神、制度等方面，而“硬实力”则表现在经济、科技、军事等方面。“一个国家的软实力主要有三个来源：文化（在很多方面对他国具有吸引力）、政治价值观（在内外事务中遵守并实践这些观念）以及对外政策（正当合理，并具有道德上的权威性）”（约瑟夫·奈等，2009：7）。“Soft power”一词引进中国后，中文至少有四种译法，即“软实力”、“软权力”、“软力量”、“软国力”。软实力是一个动态的概念，如信息社会，“信息力”成为软实力的重要内容，并在某种程度上成为信息安全领域的“新武器”。随着软实力与中国文化的融合，在中国语境和国情背景下逐渐形成了中国特色的文化软实力研究，并产生了 “区域软实力”、“政治软实力”、“军事软实力”、“思维软实力”等子概念。2007年10月15日中国共产党的十七大报告中首次出现“软实力”一词。提出“提高国家文化软实力，使人民基本文化权益得到更好保障”，标志着文化软实力成为国家战略，已纳入各级政府的相关政策，并被运用于从中央到地方的具体实践。
