理想信念指人们认同并为之追求的价值目标和社会理想。理想信念作为一种特殊的人类精神，主宰人的心灵世界，制约人的价值取向和行为选择，它是人们世界观、人生观和价值观的集中体现，对于个人优秀品德的培育，对于国家民族的繁荣富强，具有方向指引和动力支撑的重要作用。理想信念这一新概念，是我们在改革开放新的历史时期，在进行理想、信念教育的过程中，适应现实的需要而逐步形成的（吴潜涛，2011：5-6）。理想信念是建设有中国特色社会主义事业的思想保证，是我们事业与生活的精神支柱。1999年6月28日，江泽民同志在纪念中国共产党成立78周年座谈会上发表讲话，指出：“我们必须不断对党员、干部加强理想教育和信念教育，加强辩证唯物主义和历史唯物主义教育，推动全党同志真正把理想信念牢固地建立在马克思主义的科学基础上”（江泽民，2006：362）。2000年6月28日，江泽民同志在中央思想政治工作会议上再次强调：“我们的改革开放和现代化建设，是亿万人民群众自己的事业。人民群众的理想信念、精神状态和人心所向，最终决定建设有中国特色社会主义事业的成败”（江泽民，2006：74）。2004年，中共中央颁发16号文件即《中共中央国务院关于进一步加强和改进大学生思想政治教育的意见》明确指出：“以理想信念为核心，深入进行树立正确的世界观、人生观和价值观教育”。
