我国社会主义制度的本质特征。只有真正实现了人民群众的民主权利，才能称得上确立了人民群众当家作主的主人翁地位。民主管理原则是权利、责任、利益三者的结合，有权必有责，有责就应该有利，其特征体现在以下3个方面：（1）全员性。代表大会制度是实现民主管理的基本形式，而民主管理不仅仅只是代表们的工作，更重要的是要实行全体人民的管理，要建立民主管理的网络体系；（2）全方位性。民主管理是全面的，包括生产力合理组织和生产关系协调的各个方面，整个生产、交换、分配和消费领域，都能体现民众的意志，充分保证民主权利的行使；（3）全过程性。民主管理的作用不仅仅是体现在静态方面，而且要落实到管理活动的全过程中，就是说，要在组织战略制定，计划执行，检查监督等各个环节都要体现民主管理的地位和作用。民主管理不管其具体形式怎样，都应该有一定的组织形式和权限内容。在宪法中规定了我国的企业民主管理的主要形式是企业职工代表大会制度。它的主要内容是：厂长有责任向职工代表大会报告工作，接受职工代表大会的审查、评议、监督。职工代表大会对企业生产经营的重大决策和企业建立的重要制度具有审议权，对职工福利等重大问题有讨论决定权，对企业干部进行监督评议以及提出奖惩任免的建议。实行民主管理，除健全职工代表大会制度外，还要发挥其他群众组织的作用，如工厂管理委员会，车间工人大会，各种专业技术委员会，合理化建议委员会等。职工通过不同形式参加企业管理，厂长则通过各种组织听取职工意见，充分发挥各种组织在民主管理中的作用。应该看到，职工代表大会不是企业的“参谋”和“咨询”性质的机构，而是实实在在的最高权力机构。民主管理是社会主义制度下的管理特征，也是企业领导制度的根本原则之一，是社会主义民主在企业管理中的具体体现，是社会主义生产关系的产物和体现，是社会化大生产的客观需要。高度的民主管理必须建立在人民群众高度的主人翁精神的基础上，而人民群众的主人翁精神应具体体现为：有高度的社会主义思想觉悟，能够在各自的工作岗位上以开拓创新的精神积极工作，关心组织管理，能够把劳动成果与自身的社会荣誉感和物质利益密切联系起来，正确处理和对待国家、集体、个人三者之间的利益关系（迟福林，1992：1030）。
