定义

收入和财富的再分配是指通过税收等政策，对社会各阶层的初次收入再进行调整。公平与效率一直是一个国家政治和经济的核心，公平可以带来稳定，而效率可以促进发展。收入和财富的再分配政策被认为是解决这一问题的有效政策。一般情况下，再分配的政策有税收政策、财产转移政策等，其中税收政策是主要政策。现代社会的大多数国家都实行累进税率，这一方法使得高收入阶层的收入以比低收入阶层更高的比例转移到公众那里，被认为是向公平迈进了一步。除税收之外，还有诸如抚恤基金、社会保障金、财产转移等再分配手段。再分配政策包括事后分配政策和事前分配政策，事后政策包括了上述全部政策，是对既定的收入分配格局重新调整的政策，而事前政策是保证未来的收入分配趋于合理化。事前分配政策很多，包括人口政策、教育政策等，例如教育被认为是实现公平分配的良好手段，教育可以保障机会平等，即受到同样层次教育的人得到同等收入水平的机会是相同的，教育可以改变一个人的社会地位，提高自己在社会职业选择中的机会，并且受教育水平的提高给别人带来外部经济性，因此，教育政策是实现未来分配公平与否的重要政策。世界各国对收入再分配政策的评定标准没有完全一致的意见，但一般认为，再分配政策的实施，如果降低了基尼系数就被认为是实现了收入分配的公平（刘伟，1994：208）。
　再分配可以看成是经济政策制定者的一种特定目标。需要再分配的最简单和最直接的原因出于顺从社会部分公民的情感，这体现在福利判断的功利主义分析方法之中。另一种分析方法则把再分配的动因看作是一种直接的道德上必须的，把改善出于不利地位公民的福利，与其他显然希望达到的目标，如公民自由和国民收入增长等一起看成是社会为其自身发展而应该追求的一种目标。再分配的首要目标是增加公平程度和“社会保险”方面的某种目标，其次是经济效率（尽管它也是重要的且迫切需要的）。而应该对收入（在一定时期，支出能力的流量）还是对财富（在一给定的时点，个人可能占有的资源支配权）进行再分配，这在一定程度上取决于对这些术语的精确定义（尤其是收入相关时期的度量和作为个人财富计算的资产范围），还取决于人们对事先的或是事后的再分配这些概念重视的程度。例如，某些财富（土地、金融资产）可以被看作是导致可花费收入流量的各种经济机会的组成部分。另外，如果人们关心的主要是使再分配能缓和短期需要，而不是改变经济机会的结构的话，那么，每周的货币收入可能比广义的增长或长期收入的概念更与分配关系密切（阿特金森，1993，第3章）。可以采用的再分配手段有事前的和事后的（伊特韦尔，1996：116—118）。
