定义

人民民主是指工人阶级领导下的广大人民群众享有充分民主的国家制度。列宁说：“无产阶级民主（苏维埃政权就是它的一种形式）在世界上史无前例地发展和扩大了的，正是对大多数居民即对被剥削劳动者的民主”（列宁，2009：242）。在这里，列宁结合俄国革命实际，把马克思恩格斯所习惯使用的“无产阶级民主”概念，通过主体方面的拓展而推进到人民民主的层面。人民民主是第二次世界大战以后在亚洲的一些国家所建立的无产阶级专政形式，是世界革命运动发展到历史新阶段的产物。在条件不同的各个国家，人民民主具有不同的发展阶段和形式。在我国，人民民主制度经历了新民主主义革命和社会主义革命与建设两个发展时期（郝一，1992：6）。在领导新民主主义革命过程中，中国共产党把“真正的朋友”团结在一起，成功建构了“人民”这一革命性的启蒙话语和整体性的主体力量，在中国历史上，第一次真正地把人民同历史创造者、把人民同国家主人统一起来。而人民民主正是人民革命所创造的政治秩序的制度化结果（刘世华，2014：17）。在社会主义革命与建设时期，人民是国家的主人，国家的一切权力属于人民，人民有权管理国家，管理各项经济和文化事务；有权选举自己的代表，组织国家机关，并监督国家机关及其工作人员；同时还享有人身、言论、通信、出版、集会、结社、游行、示威等自由权利；在法律面前人人平等。这些民主权利不仅在宪法上有明确规定，而且国家还提供实现这些权利的政治上和物质上的帮助。人民民主是绝大多数人的民主，是人类历史上最广泛的民主，它有一个逐步完善的过程，建设高度民主的社会主义政治制度，是取得政权的无产阶级和广大劳动人民群众的根本任务之一。
