《当前财经形势和新中国经济的几种关系》是周恩来1949年12月22日、23日对参加全国农业会议、钢铁会议、航务会议人员的讲话。编入《周恩来选集》下卷。他指出生产是新中国的基本任务，当前的重心是恢复经济，提出了正确处理城乡关系、内外关系、工商关系、公私关系、劳资关系、上下关系（指中央与地方的关系）的原则。他辩证地阐述了工业与农业的关系，没有农业基础，工业不能前进，没有工业领导，农业无法发展（金炳华，2003：829）。
　在新中国刚刚成立时，百废待举，国民经济面临重重困难。这篇讲话，就是要求各部门要有个整体观念，以处理好新中国经济的几种关系。文章主要讲了两个问题：一是国家财经计划问题，对全国财政收支概算为什么只订一年的计划作了说明，并指出承受负担、恢复生产、开源节流、掌握政策是全国财经计划制定的根据和理由。二是详细论述了新中国经济中的六种关系：即城乡关系、内外关系、工商关系、公私关系、劳资关系和上下关系。只有正确处理好这六种关系，才能使各方面的计划得以实施。周恩来的这个讲话，对于建国之初各部门如何开展经济工作，处理经济上各方面的关系有很大的指导作用（曹光哲，1997：595）。
