乐民之乐者,民亦乐其乐;忧民之忧者,民亦忧其忧。乐以天下,忧以天下,然而不王者,未之有也。· When a ruler rejoices at the joys of his people,they will also rejoice at his joy; when he is concerned about the woes of his people,they will also be concerned about his woes. A sympathy of joy will pervade the empire,and a sympathy of woe will do the same. In such a state of things,it cannot be but that the ruler should attain to imperial dignity.
