定义

问责制是指问责主体对其管辖范围内各级组织和成员承担职责和义务的履行情况，实施并要求其承担否定性后果的一种责任追究制度。它是一种起源于西方的人事管理制度，最初的意思是从民选中当选的国家首长亲自选出合适的官员来负责各项事务，当政策出现失误时，那么犯错的官员将要离职以示向首长问责，如果因犯错而引致政策失误过于严重的话，首长便须下台，向其他官员和市民问责。行政问责制是现代政府强化和明确责任以及改善政府管理的一种有效制度。在中国问责制这个诞生于2003年非典时期的政治术语,一度成为中国主流媒体十大流行话语之一,并引起“两会”代表的高度关注，问责制度是一种层层承担责任的制度设计（肖光荣，2007：61）。作为民主制度的组成部分，行政问责就是通过各种方式让掌握公共权力的政府机关及其行政人员切实为其行为负起责任来，其实质在于防止和阻止政府机关及其行政人员滥用或误用公共权力。行政问责制度体现了现代政府强化和明确责任、改善政府管理、建设责任政府的本质要求，也是推进依法行政的重要保证。
