定义

独裁主义国家指的是资本主义之后出现的，以高度集权为特点的，反对民主和自由的专制主义国家。现代政治中，与独裁相反的概念是民主，民主国家所享有的政治权力，在独裁主义国家中都缺乏相对应的保障，包括法治、政治分权与制衡、平等的选举权、普遍的被选举权、言论自由与其他基本人权等。法兰克福学派的代表人物之一霍克海默曾在其著作《独裁主义国家》一书中对这种国家形式作了深入探讨。他用其“批判理论”的基本立场和观点，分析、批判了独裁主义国家，他把当时希特勒的法西斯主义同苏联的社会主义和美国的“新政”并列在一起，称作独裁主义国家。霍克海默认为，由于东、西方都爆发了激烈的革命和自上而下的社会变革，这种背景使得建立无条件服从的权威成为可能，因此苏维埃国家和法西斯主义这些独裁主义国家都是激烈的社会动荡的产物（李隽，2005：30）。霍克海默指出，取代独裁主义国家的出路在于广泛利用无阶级的民主，让管理摆脱压迫的性质，使任何计划都必须通过自由的协商来实行而不能通过权力或行政命令强加在他人头上（金炳华，2003：959）
