民生，是一个动态的、历史的、内容不断丰富和发展的概念。不同的历史发展阶段、不同的阶级会产生出不同的民生思想。“民生”一词最早出现于《左传·宣公十二年》中：“民生在勤，勤则不匮”（陈戌国，2003：873），指的是人民的生计。到了 20 世纪 20 年代，孙中山吸收了我国古代民生伦理思想的精髓，给民生赋予了新的涵义，即“民生就是人民的生活——社会的生存，国民的生计，群众的生命”（孙中山，1981：802），“民生就是政治的中心，就是经济的中心和种种历史活动的中心”（孙中山，1981：825），“沧海百年，民生不息。民生是社会一切活动的原动力”（孙中山，1981：835）。在西方社会的历史文化中，对民生思想的探索多在“人本主义”的语境中展开。马克思、恩格斯从“现实的人”的角度出发，指出了吃喝穿住等物质资料的满足是人类的第一个历史活动，论述了马克思主义是为无产阶级服务的学说。“马克思主义民生思想的基本原理是中国共产党民生思想形成的理论根基。马克思主义对人的地位、作用的科学认识，对人的利益、生活和发展的高度关注以及马克思主义所坚持的为广大无产阶级利益服务的价值取向，都对中国共产党民生思想的形成产生了直接影响”（卢伟，2010：11）。民生向来是中国共产党关注的重大课题。中国各代领导人，根据自己时代的特殊国情，形成了各具特色的民生思想。毛泽东始终把减轻人民负担作为保障民生的重点；把解决土地问题作为改善民生的重要内容；树立了全心全意为人民服务的党的宗旨（卢伟，2010：11，19-21）。邓小平将提高老百姓的生活水平作为改善民生的重要内容。江泽民把实现好、维护好最大多数人的利益看作是改善民生的主体内容，把卫生医疗、社会保障、教育和就业看作是民生改善的重要组成部分。胡锦涛把改善民生看作是一个长期的、不断与时俱进的过程，在十七大报告中指出：“必须在经济发展的基础上，更加注重社会建设，着力保障和改善民生，推进社会体制改革，扩大公共服务，完善社会管理，促进社会公平正义，努力使全体人民学有所教、老有所得、病有所依、老有所养、住有所居，推动建设和谐社会”（胡锦涛，2007年10月25日：第一版）。习近平把不断改善民生，作为实现以国家富强、民族振兴、人民幸福为主要内容的“中国梦”的题中之意和最终理想，指出“我们的人民热爱生活，期盼有更好的教育、更稳定的工作、更满意的收入、更可靠的社会保障、更高水平的医疗卫生服务、更舒适的居住条件、更优美的环境，期盼着孩子们能成长得更好、工作得更好、生活得更好。人民对美好生活的向往， 就是我们的奋斗目标”（习近平在常委见面会上的讲话.via：http://news.sina.com.cn/c/2012-11-15/121925587435.shtml）。在当代中国，学术界对于民生的内涵探讨甚多。学者们对民生内涵的理解大致可以分为以下四种：（1）认为民生应该是指全体人民或国民的生存、发展；（2）认为民生的指向并非是全体国民、公民或人民，而是一些特殊的群体，比如处于社会底层的弱势群体，民生问题主要是指那些特定群体的生存、生活和发展问题；（3）认为民生应
