民族区域自治制度，是中国在少数民族聚居地方实行的一项基本政治制度，即在国家统一领导下，各少数民族聚居的地方实行区域自治，设立自治机关，行使自治制度。中国共产党根据马克思列宁主义的国家学说和民族理论的基本原理，从中国各民族大分散、小聚居的情况出发，吸取革命根据地的经验，经过各族代表人物充分讨论和一致同意，在建国前决定以民族区域自治作为解决中国民族问题的基本政策和国家的一项重要政治制度（秦玉琴，1999：4640）。邓小平指出：“解决民族问题，中国采取的不是民族共和国联邦的制度，而是民族区域自治的制度。我们认为这个制度比较好，适合中国的情况”（邓小平，1993：257）。1949年9月，《中国人民政治协商会议共同纲领》对民族区域自治作了明确的规定。1952年2月，中央人民政府颁布了《中华人民共和国民族区域自治实施纲要》。根据毛泽东的指示和《纲要》的基本原则，1954年，民族区域自治又明确载入《中华人民共和国宪法》，以后又明确载入历次宪法。1984年5月第六届全国人民代表大会第二次会议通过了《中华人民共和国民族区域自治法》（秦玉琴，1999：4640）。民族区域自治制度的基本内容是：（1）以少数民族聚居区为基础建立民族自治地方，各民族自治地方都是中国领土的一部分；（2）在民族自治地方建立自治机关，行使自治权；（3）坚持各民族的平等和团结；（4）促进各民族的共同繁荣；（5）上级国家机关对民族自治地方进行帮助和扶持（林崇德等，1992：314）。民族自治地方包括自治区、自治州、盟、自治县(旗)。实践证明，民族区域自治制度有很大优越性，它适合中国国情，得到各民族的拥护。
