定义

棚户区指使用年限久、房屋质量差、人均建筑面积小、基础设施配套不齐全、交通不便利、治安和消防隐患大、环境卫生脏、乱、差的区域。棚户区一般处于城市边缘地带，该区域居住的主要是从乡村迁入城市的移民或者少数民族移民等，他们大都属于城市低收入者。“应用人类学研究表明，这种区域往往是一些移民有组织、有计划地集体移到一块没人居住的荒地上建立起来的。在这类社区中一般都有具体而细致的组织结构，有人负责应付政府当局或土地的主人。内部有一定的规矩纪律，新来的人必须得到先来者的同意才可以加入”（陈国强等，1990：466）。当市政府要开发此地时，总会作些让步，最后，可以用砖瓦搭建永久性房屋。如此地仍由穷人居住而没有很大的变化，则成了城市中固定的贫民窟，因此棚户区亦指称贫民窟的一种。同时，棚户区还是帮助新来者适应城市生活的区域，一些年龄大或曾住过棚户区而现已“功成名就”的人，往往在这类地方帮助其他新来者解决他们适应城市生活的种种问题。棚户区的存在，是一个历史遗留的欠账问题，当前已成为城市中“二元结构”的一大表现，有必要对其改造并加快改造步伐。棚户区的改造即能改善民生，又能拉动内需，同时也有利于提升城市品质。
