文化建设指教育、科学、文学、艺术、体育、卫生、新闻、出版、广播、影视、图书馆和博物馆等事业的建设。是物质文明建设的重要条件，也是提高人民思想道德水平的重要条件。社会主义的文化建设，首先要把发展教育事业放在突出的战略位置，坚持“面向现代化、面向世界、面向未来”的方针，改革教育体制，促进教育与现代化各项事业的协调发展。科学技术是第一生产力，实现社会主义四个现代化，科学技术是关键。建设现代化的科学技术，既要大力发展自然科学，又要重视社会科学；既要大力发展应用科学，又要重视基础科学；既要发展科技设施，又要培养科技人材;既要进行科技体制改革，又要注意科研成果的应用和推广，使科学技术迅速转化为现实的生产力。在大力发展教育和科学技术的同时，必须重视发展和繁荣文学艺术和其他各项文化事业，在进行经济、政治、教育、科技体制改革的同时，改革文化事业管理体制（萧浩辉，1995：586）。文化建设是社会主义精神文明建设的重要组成部分。党的十三大报告指出：“在社会主义初级阶段，我们党的建设有中国特色的社会主义的基本路线是：领导和团结全国各族人民，以经济建设为中心，坚持四项基本原则，坚持改革开放，自力更生，艰苦创业，为把我国建设成为富强、民主、文明的社会主义现代化国家而奋斗。”党的十一届三中全会以来，随着现代化事业和改革开放的深入发展，加强文化建设的必要性越来越明显地体现出来。近年来，围绕中国文化建设的一系列具体问题，在理论上和实践上都进行了积极探索；其中中国文化体制的改革，是文化建设目前所要解决的中心任务（李忠尚等，1989）。十八大以来，在科学把握当前我国文化发展阶段性特征的基础上，习近平及党中央用一系列新观点、新思想、新论断丰富和发展了党的文化建设思想。深刻领会和把握习近平文化建设思想的科学内涵和精神实质，对于坚持走中国特色社会主义文化发展道路，建成社会主义文化强国，具有十分重要的指导意义。当前国内外形势的新变化，为我国文化建设提供了难得的机遇，同时也带来了严峻的挑战。这种机遇与挑战并存的新形势、新要求，是习近平文化建设思想形成的时代背景。习近平文化建设思想大体经历了两个发展阶段：从党的十八大召开到中央政治局第十三次集体学习时，是第一个阶段，这一时期主要是以学习贯彻党的十八大精神为主题；从中央政治局第十三次集体学习时至今，是第二个阶段，这一时期思想得到进一步的拓展和深化，并被逐渐付诸治国理政和文化建设的实践中。在继承马克思主义文化理论的基础上，从当前文化建设面临的重大实际问题出发，习近平对党的文化建设思想作出了突出的贡献。在当前和今后一个时期，必须在实践中深入学习贯彻习近平文化建设思想（李国泉，2015：1）。
