执政基础是执政党执政地位赖以维持和巩固的基本条件。即依靠谁、依靠什么执政的问题。一般来说,一个执政党的执政基础是由多方面的因素构成的,最核心的是人民这个基础,只有人民的认可、授权和支持,党才能执政,也才能执好政。在这个基础中,又可以进一步区分党的阶级基础、群众基础和社会基础。阶级基础是政党所代表的主要阶级,群众基础是除本阶级以外的其他阶级和阶层,社会基础则是一个社会中阶级、阶层的结构状态。中国共产党要巩固工人阶级基础,扩大包括农民、新的社会阶层在内的广大的群众基础,并努力形成合理、和谐的社会结构。也有学者把执政基础分为政治基础(包括阶级基础和群众基础等)、经济基础、思想文化基础、社会基础和组织基础等。其中组织基础指党的基层组织和党员队伍,这对中国共产党特别重要,这是党凝聚人心服务社会的纽带。还有学者提出了法律基础、制度基础。执政基础与执政能力是互为前提、相互促进的。执政基础支撑着执政能力,执政能力又反过来强化执政基础。(执政基础. via: http://cpc.people.com.cn/GB/134999/135000/8110209.html)
