定义

小康社会，是指邓小平中国特色社会主义现代化发展战略设想。关于小康社会是邓小平通过对我国“四个现代化”发展蓝图进行批评性改造并随着实践的发展逐步形成建设“小康社会”的思想。“小康”一词最早源于《诗经》：“民亦劳止，汔可小康”。“小康社会”战略构想在具体实践过程中，经历了实现基本温饱型的小康，总体达到小康水平，以及十八大提出的实现全面建成小康社会的过程，体现了不同历史时期国家发展学说的合理内核。邓小平指出：“我们提出四个现代化的最低目标，是到本世纪末达到小康水平。这是一九七九年十二月日本前首相大平正芳来访问时我同他首次谈到的。所谓小康，从国民生产总值来说，就是年人均达到八百美元”（邓小平，1993：64）。20世纪末我国实现翻两番的任务，人民生活总体达到小康水平。但是这种小康还是低水平的、不全面的、发展很不平衡的小康。中共十六大提出，要在21世纪头二十年，抓住发展的机遇，集中力量全面建设惠及十几亿人口的更高水平的小康社会，使经济更加发展、民主更加健全、科教更加进步、文化更加繁荣、社会更加和谐、人民生活更加殷实。十八大后提出，我们要确保到2020年实现全面建成小康社会宏伟目标。要在十六大、十七大确立的全面建设小康社会目标的基础上努力实现新的要求，主要目标是：经济持续健康发展，转变经济发展方式取得重大进展，实现国内生产总值和城乡居民人均收入比2010年翻一番；人民民主不断扩大，文化软实力显著增强，人民生活水平全面提高，资源节约型、环境友好型社会建设取得重大进展（金炳华，2003：842）。
