定义

国民经济计划指社会主义国家（或地方）对计划期国民经济发展所作的全面部署和统一安排。它是由国民经济中工业、农业、建筑业、交通运输业等物质生产部门，商业、邮电业、金融业、服务业等非物质生产部门，以及科学、文化、教育、卫生、体育、进出口贸易财政等战线的长期计划（十年以上的远景计划）、中期计划（二至五年计划）和年度计划组成的计划体系。国民经济计划赖以制定的客观依据是社会主义基本经济规律和国民经济有计划、按比例发展规律，制定国民经济计划，不断提高计划的科学性，还必须充分尊重价值规律等商品经济的规律，必须充分考虑党和国家在一定时期的政治经济任务，必须从实际出发，统筹兼顾，全面安排。国民经济计划的根本任务在于正确规定国民经济的发展方向，国民经济各部门发展的速度、规模、合理配置资源，保证国民经济各部门、各地区稳定、协调、持续发展（刘伟等，1994：967）。我国从1953年起到1982年，除1967年、1968年外，每年都编制年度国民经济计划，并编制了从第一到第八个发展国民经济的五年计划。从1983年起，我国的计划包括年度计划和五年计划都改称国民经济和社会发展计划，主要是增加了人口增长、人民物质和文化生活水平的提高和生活质量的改善等内容。在国外，原苏联多年坚持编制国民经济计划，其他如法国编制“经济和社会发展计划”，日本编制过“五年经济自立计划”，后来改称为“经济社会发展计划”。我国国民经济计划、国民经济和社会发展计划是由各部门、各地区编制的计划组成，由国家职能部门经过协调、互相衔接、汇总并综合平衡，由国家权力机关审定通过，下达执行的。执行过程中可根据实际情况，经主管部门作适当修改或调整，以保持计划的科学性和可行性（萧浩辉，1995：428）。
