1832年，美国艺术家乔治·卡特琳（George Catlin）最早提出的“国家公园”概念主要是基于视觉景观的保护，保护“一切都出于原生状态，体现着自然之美”。1864年，美国总统林肯签署法令将约塞米蒂谷地（Yosemite Valley）作为自然公园委托加利福尼亚州加以保护，“作为公共游乐和消遣之用，永远不得转让”。1872年，美国总统格兰特签署法令建立黄石国家公园，规定“保护所有的树林、矿藏、自然奇观和风景，使之永远免遭损害和不合理利用”。从国家公园概念提出至今，世界国家公园发展的总体趋势是坚持对自然的保护，保护对象由视觉景观保护走向了生态系统和生物多样性的保护。国家公园具有两大明显属性：一是保护对象的完整性。国家公园一般都是面积较大的自然地区，包含至少一个完整的生态系统，具备足够大的规模和适合的边界，往往代表了一个自然地理区域内的数个生态系统；二是提供服务的公共性。国家公园的管理目标决定了其“产品”是建立在生态保护前提下的，涵盖受限制的游憩、科学研究与环境教育，具有较为明显的以公共资源或公共利益为核心的公益价值取向。
2013年，中国政府在构建生态文明制度体系中提出了建立国家公园体制，作为对自然保护价值高的国土空间实行的一项开发保护管理制度，这是在生态文明观念指导下和生态制度规约下所采取的生态实践活动。国家公园体制不是简单地引入国际模式建立若干国家公园，而是需要结合中国新一轮重大改革在体制设计、整合和融入现有自然保护体系等方面寻求变革（唐小平，2014:427）。建立国家公园体制离不开现有的自然保护体制架构，应在重构自然保护体系、加强宏观规划的基础上，尽快重新定位各类保护体系，开展重要区域保护区的整合试点，通过总结经验逐步建立和推进国家公园的法律体系、标准体系、管理体系建设，建立和完善投入机制，同时做好与国家自然资源资产管理制度、主体功能制度、生态补偿制度等重大改革的衔接，才能真正建立起既符合国家公园理念，又适合我国国情的国家公园体制。（唐小平，2014:430）
