四个深刻变化，是中共中央对中国经济社会形势的科学判断。中共十六届六中全会《决定》指出：“我国已进入改革发展的关键时期，经济体制深刻变革，社会结构深刻变动，利益格局深刻调整，思想观念深刻变化。”具体理论表现为：（1）社会主义市场经济体制虽然已基本建立，但还不够完善，生产力发展仍然面临诸多体制性、机制性障碍；改革进入攻坚阶段，体制创新的任务十分艰巨，深化改革必然触及深层次矛盾和问题；（2）我国经济结构发生重大变化，公有制为主体、多种所有制经济成分共同发展的局面基本形成；城乡结构发生显著变化，城镇化水平大大提高；在新经济组织和新社会组织中出现了民营科技企业的创业人员和技术人员、受聘于外资企业的管理技术人员、个体户、私营企业主、中介组织的从业人员、自由职业者等新的社会阶层；社会组织形态发生了新的变化，就业方式日趋灵活，越来越多的“单位人”变成了“社会人”；（3）改革发展的社会背景和社会基础发生重大变化，利益关系更趋复杂。随着改革的不断深化，人们对改革发展的社会预期普遍提高，对分享改革发展成果的要求明显增强，统筹协调各方面利益关系的难度加大；（4）利益主体日益多元化，不同的社会阶层与利益群体必然会产生不同的价值观念、不同的利益诉求、不同的利益表达和利益维护方式。“四个深刻变化”集中表明了我国正处在全面建设小康社会、加快推进社会主义现代化的新的发展阶段，为把构建社会主义和谐社会摆在更加突出的位置提供了重要依据（via：http://dangshi.people.com.cn/GB/165617/166499/9981542.html）。面对新的形势和挑战，党和国家必须采取积极的措施应对，领导全国各族人民为全面建设小康社会、实现中华民族的伟大复兴不懈奋斗。
