定义

发展的观点是唯物辩证法的一个总特征。唯物辩证法认为无论是自然界、人类社会还是人的思维都是在不断地运动、变化和发展的，事物的发展具有普遍性和客观性。发展的实质就是事物的前进和上升，是新事物的产生和旧事物的灭亡。因此，我们必须坚持发展的观点看问题，即发展观。在社会历史领域，发展观是一定时期经济与社会发展的需求在思想观念层面的聚焦和反映，是一个国家在发展进程中对发展及怎样发展的总的和系统的看法。确立什么样的发展观，是世界各国面临的共同课题，它也是伴随各国经济社会的演变进程而不断完善的（发展观.via：http://baike.baidu.com/item/%E5%8F%91%E5%B1%95%E8%A7%82）。发展观是关于发展的本质、目的、内涵和要求的总看法和根本观点。有什么样的发展观，就有什么样的发展道路、模式、战略，就会产生不同的后果。有两种根本对立的发展观：形而上学的发展观和唯物辩证法的发展观。形而上学的发展观主张用孤立的、片面的、静止的观点看待世界；唯物辩证法的发展观主张用联系的、全面的、发展的观点看待世界（中国大百科全书总编辑委员会，2002：187）。关于发展变化的观念在古代就已产生。中国西周《易经》通过鸿（一种水鸟）的逐渐前进过程形象地描绘某些事物发展上升的运动过程。古希腊伊奥尼亚学派就已认为世界万物都处于运动和变化、产生和消灭之中。赫拉克利特第一次明确提出“一切皆流”、“一切皆变”的发展观。亚里士多德进一步区分了发展变化的种类型：本质的变化，数量上的变化，性质的变化，空间的变化。在近代欧洲，由于当时把研究宏观物体机械运动的科学，即经典力学的观点和方法无条件地加以普遍化、绝对化，从而产生了用孤立、片面、静止的观点看待世界的形而上学发展观。19世纪末20世纪初的庸俗进化论，也是形而上学发展观的一个变种。黑格尔第一次把整个自然的、历史的和精神的世界描写为一个过程，即把它写为处在不断运动、变化、转变和发展中，并力图揭示这种运动和发展的内在联系（金炳华，2003：231）。科学发展观是马克思主义同当代中国实际和时代特征相结合的产物，是马克思主义关于发展的世界观和方法论的集中体现，对新形势下实现什么样的发展、怎样发展等重大问题作出了新的科学回答，把我们对中国特色社会主义规律的认识提高到新的水平，开辟了当代中国马克思主义发展新境界（李永新，2015：22）。
