定义

公私观（view of public and private interest, public-private thought）是对公与私的关系的根本看法，是人生观的一个重要方面。公私关系并不是从来就有的，在原始社会初期，由于生产力低下，没有剩余产品和私有财产，因而没有私有观念，也不存在公与私的对立。随着生产力的发展，原始社会公有制解体，出现了私有财产和私有制，由此产生私有观念，形成公私关系。社会主义集体主义原则要求人们在处理公私关系时，把国家利益、社会利益、个人利益结合起来；国家利益、集体利益放在第一位，个人利益放在第二位；当二者发生矛盾时，个人利益必须服从国家利益、集体利益。反对一切损人利己、损公肥私、金钱至上、以权谋私、敲诈勒索的思想和行为。我们要把先公后私作为处理公私关系的基本原则和努力追求的道德境界，一切从人民利益、国家利益出发，全心全意的为人们服务，必要时不惜牺牲自己的一切，甚至生命（《公私观》，via: http://baike.so.com/doc/1413430-1494225.html）。习近平总书记强调，作风问题都与公私问题有联系，都与公款、公权有关系。这一论断深刻揭示了作风问题产生的重要根源。公私二字，检验作风、检验官德、检验党性。“大贤秉高鉴，公烛无私光。”党员干部只有树立正确的“公私观”，真正做到公私分明，才能有效抵御歪风邪气的侵蚀，做到严以用权(《公私观》，via: http://news.eastday.com/eastday/13news/auto/news/china/u7ai4837532_K4.html）。
