| 释义 | 惟恤十难以任贤能，一曰不知，二曰不进，三曰不任，四曰不终，五曰以小怨弃大德，六曰以小过黜大功，七曰以小失掩大美，八曰以奸讦伤忠正，九曰以邪说乱正度，十曰以谗嫉废贤能。是谓十难。十难不除，则贤臣不用，用臣不贤，则国非其国也。 · For the promotion of the worthy and talented，the following ten problems must be considered： the first is the ruler's ignorance of them; the second is the lack of people to recommend them; the third is failure to appoint them; the fourth is inconsistency in treating them; the fifth is the negation of their great virtues because of small private resentments; the sixth is denial of their great achievements because of their small faults; the seventh is obliteration of their great merits because of their small defects; the eighth is perverse criticisms against loyal and just people; the ninth is confusion of right rules and regulations caused by heterodox theories; and the tenth is slander against the worthy and talented. These are called “ten difficulties”. Without overcoming them，those who are worthy cannot be appointed to key posts，those who are appointed to the key posts cannot be worthy，and then the country will be out of order.
