人民内部在根本利益一致的基础上的矛盾。人民内部根本利益是一致的，可是由于种种原因，人民内部在局部利益上仍有许多不一致的地方，这就构成了人民内部矛盾各种复杂的矛盾。这种矛盾在不同的时期和各个国家的不同历史时期有不同的内容。毛泽东1957年在《正确处理人民内部矛盾的问题》的一文中对我国的社会主义革命和社会主义建设时期的人们内部矛盾的内容作了如下概括：“在我国现在的条件下，所谓人民内部矛盾，包括工人阶级内部的矛盾，农民阶级内部的矛盾，知识分子内部的矛盾，工农两个阶级之间的矛盾，工人、农民知识分子之间的矛盾，工人阶级和其他劳动人民同民族资产阶级之间的矛盾，等等。我们的人民政府是真正代表人民利益的政府，是为人民服务的政府，但是它同人民群众之间也有一定的矛盾。这种矛盾包括国家利益、集体利益同个人利益之间的矛盾，民主同集中的矛盾，领导同被领导之间的矛盾，国家机关某些工作人员的官僚主义作风同群众之前的矛盾。这种矛盾也是人民内部的一个矛盾”（毛泽东，1977：293）。人民内部矛盾，在劳动人民之间是非对抗性的。在被剥削阶级和剥削阶级之间则除对抗性的一面外，还有非对抗性的一面，我国工人阶级同民族资产阶级的矛盾就是这样的矛盾（许征帆，1987：31）。处理人民内部的方法只能是民主的方法、说服教育的方法。中国共产党人把解决人民内部矛盾的方法具体化为一个公式，叫做“团结——批评——团结”，就是从团结的愿望出发，经过批评或者斗争使矛盾得到解决，从而在新的基础上达到新的团结（冯更新，1990：12）。在社会主义社会里，要正确处理人民内部矛盾，防止人民内部矛盾向敌我矛盾的转化。
