定义

为人们服务即为人民的利益而工作的思想和行为。“为人民服务”的思想，是以毛泽东同志为代表的老一辈无产阶级革命家和中国共产党人，在长期的革命战争和社会主义建设的历史实践中形成的宝贵的精神财富。毛泽东同志1944年在悼念张思德的追悼会上作了“为人民服务”的讲演，提出了共产党人必须树立全心全意为人民服务的人生目的，发扬团结、互助、友爱的集体主义精神，要有革命的献身精神的光辉思想。他在这次讲演以及后来的多次讲话中都强调要全心全意为人民服务。它涵盖了人类最正义的感情和人生最崇高的价值，曾经培育了一代代共产党人为争取民族独立和解放，为人民的事业，为建设社会主义新中国而前赴后继，英勇奋斗，现已经成为中国共产党人的政治行为准则和大多数社会成员普遍接受的基本道德原则，也是中国共产党人和我国国家机关及工作人员的法定义务，具有极其广泛的社会影响。“为人民服务”思想不仅是有中国特色的社会主义市场经济健康发展所必须，还是我们中国共产党执政理论发展的基本点，是创建新时期服务型政府的核心理念，更是我们构建和谐社会主义中国的道德中心（吕娜，2007：Ⅰ）。
