定义
自然资源有偿使用制度，是指国家以自然资源所有者和管理者的双重身份，为实现所有者权益，保障自然资源的可持续利用，向使用自然资源的单位和个人收取自然资源使用费的制度。对自然资源的无偿使用必须严格遵守法律规定的范围和条件，发挥对自然资源有偿使用制度的有益补充作用。
生态补偿制度是以防止生态环境破坏、增强和促进生态系统良性发展为目的，以从事对生态环境产生或可能产生影响的生产、经营、开发、利用者为对象，以生态环境整治及恢复为主要内容，以经济调节为手段，以法律为保障的新型环境管理制度。
它可以分为广义和狭义两种。广义的生态补偿制度包括对污染环境的补偿和对生态功能的补偿。狭义的生态补偿制度，则专指对生态功能或生态价值的补偿，包括对为保护和恢复生态环境及其功能而付出代价、做出牺牲的单位和个人进行经济补偿；对因开发利用土地、矿产、森林、草原、水、野生动植物等自然资源和自然景观而损害生态功能、或导致生态价值丧失的单位和个人收取经济补偿。《中华人民共和国国民经济和社会发展第十一个五年规划纲要》中提出：“按照谁开发谁保护、谁受益谁补偿的原则，建立生态补偿机制”。这是建设资源节约型、环境友好型社会，最终实现和谐社会目标的重要组成部分，也是我们建立生态补偿制度的出发点。（）
